Entre Charybde et Scylla : la navigation des économistes agricoles entre le protectionnisme et le libre-échange

Abstract

[fre] L'étroite interdépendance entre les politiques agricoles nationales et les cours des marchés mondiaux, ainsi que les négociations actuelles du GATT amènent les économistes agricoles à faire face à une demande considérable de travaux de recherches. Leur capacité à y répondre est abordée sous trois points de vue. Premièrement, les travaux de recherche récents sont examinés dans quatre domaines : 1) les effets de la libéralisation ; 2) l'analyse des racines et des causes du protectionnisme ; 3) les mesures agrégées de soutien ; 4) la réinstrumentation des politiques agricoles. Deuxièmement, les récents développements de la littérature en économie internationale, et les analyses en terme d'économie politique sont examinés dans le contexte d'une opposition entre les tenants du libre échange intégral et les économistes plus « pragmatiques ». Pour conclure, après avoir défini trois positions doctrinales, libéraux durs, pragmatiques souples et pragmatiques engagés, sont identifiés de futurs thèmes de recherche de première importance. [eng] In connection with tight interdependence between domestic agricultural policies and behavior of the world market and with the present round of GATT negotiations, agricultural economists are increasingly being asked to produce significant pieces of research. This paper analyzes the supply responses of our profession from three different angles. First, recent research efforts by agricultural economists are surveyed with regard of the following areas : 1) effects of liberalization ; 2) analyses of the roots and structure of agricultural protectionism ; 3) aggregate measures of support 4) reinstrumentation. Second, starting from the analytical dichotomy between free traders and pragmatists, recent developments of the international economics literature are surveyed, paying specific attention to the « new international economics » and to the domestic and systemic dimensions of the « political economy » approach. Finally, on the basis of these surveys, a triad of doctrinal positions - Hard free traders, Soft pragmatists, Committed pragmatists - are specified and research issues of high future priority identified.
