Où nous mènera la « révolution » de la PAC ?

Abstract

[fre] La réforme de la PAC, qui est annoncée, peut être qualifiée de révolutionnaire. Elle consiste en effet à réduire fortement les prix garantis, le soutien à l'agriculture prenant la forme d'un système complexe d'aides à l'hectare dégressives. D'autres aides visent à la protection de l'environnement, à assurer la survie d'exploitations à bas revenus et, enfin, à renforcer la politique des structures. L'analyse de ces propositions montre que leur mise en œuvre conduirait à s'éloigner encore plus qu'aujourd'hui de la rationalité économique, du fait d'une extensification accompagnée du maintien d'un nombre élevé d'agriculteurs. La présentation du problème de la localisation optimale des productions agricoles confirme cette impression. Enfin, il ne faut pas oublier que l'objectif actuel de limitation de la production agricole est susceptible d'être remis en cause dans l'avenir. En ce qui concerne une production particulière, la betterave et le sucre, des études récentes de coûts de production confirment ce que l'on pouvait déjà penser de la supériorité de la France dans ce domaine. Une politique de rationalité économique aboutirait à une augmentation de la part de la France dans la production européenne. Il serait dommage qu'une politique agricole nouvelle aboutisse au résultat contraire. [eng] The new Common Agricultural Policy, which is announced, has a revolutionary character. It consists of a sharp reduction of supported prices, the present policy being replaced by a complex system of degressive aids, according to the cultivated area. Other aids are aimed to the protection of nature, to the survival of small family farms and to the reinforcement of the structural policy (enlargement of farms). The analysis of these proposals shows that the new policy would lead to a situation even farther from economic rationality than the present one, because of extensification of agriculture, acompanied by the preservation of a high number of farm people presentation of the problem of interregional competition in agriculture leads to the same conclusion. Finally, it should not be forgotten that the present objective of production limitation is likely to be questioned in the future. As for sugarbeet and sugar, recent studies on production costs confirm the superiority of France in this field. A policy of economic rationality would lead to an increase of the part of Franced in the European output. It would be harmful if anew policy results in the opposite situation
