L'avenir de l'agriculture et du monde rural dans le discours des députés : dix années de débats budgétaires sur l'agriculture (1980 - 1990)

Abstract

[eng] Although strategies have changed between 1980 and 1990 - due to the fact that the parties in power have alternated - the deputies' conception of the future of the farming and rural world has stayed rather the same. Deputies have always tried to justify that the « rural world as environment » and the « rural world as community » are overpowered by the « rural world as economic activity » ; they also tried to produce a new symbolic representation from the old one. They have made theirs the themes that are part of the rural myth (the « everlasting rural world », the « deep rural world ») in order to overcome the contradictions inherent in their duties. [fre] Par-delà les ruptures stratégiques liées aux alternances de la période 1980-1990, le discours que les députés tiennent sur l'avenir de l'agriculture et du monde rural présente des continuités. Les députés se sont toujours attachés d'une part, à justifier la soumission du rural-espace et du rural-population au rural-activité, c'est-à-dire à l'impératif économique agro-industriel et, d'autre part, à renouveler la gestion symbolique de ce même rural. Ils s'approprient les thèmes constitutifs du mythe rural (l'éternel-rural, le rural-profond) pour tenter de surmonter les contradictions inhérentes à leur fonction et légitimer leur mandat.
