De la cogestion agricole à la cogestion rurale. L'exemple de la politique de la montagne

Abstract

[fre] Les agriculteurs de moyenne montagne, notamment les éleveurs, se sont longtemps présentés comme les seuls acteurs économiques susceptibles de faire vivre le monde rural. Leur projet de modernisation, de caractère exclusivement agricole et fortement dépendant des aides de l'Etat, et qui sous-entendait le départ d'une bonne partie d'entre eux, ne pouvait toutefois que les amener à négocier les conditions de leur propre survie avec les autres acteurs du monde rural dans le cadre d'une structure politique qu'ils avaient longtemps négligée : la commune. Devenus acteurs d'un développement désormais plus rural qu'agricole, ces paysans ne pouvaient que connaître des difficultés au sein de leurs propres instances professionnelles, ainsi qu'au sein des collectivités locales où les enjeux ne sont plus de nature essentiellement agricoles. [eng] It is often considered that ily land can only be revitalized through actions undertaken by farmers-espescially, animal farmers. Howerver, most of the time, farmers projects are subject to public subsidies, and the outmigration of a significant proportion of the agricultural labour force. As a consequence, they are campelled to discuss the conditions of their own survival with other rural decision markers. The adequate polical structures for such a bargain are local communities, which for long have been neglected by farmers. Infact, in front of development problems which are in essence more rural than agricultural, the latters are experienciong difficulties in their new role, at the level of local communities as well as within their own professional unions.
