Evolution de la recherche en économie agraire en Union Soviétique

Abstract

[fre] Cet article décrit l'histoire récente de la science économique agricole en Union soviétique. Après une longue interruption, la recherche sur ce sujet a repris au milieu des années cinquante. A ce moment-là, un réseau de quatorze instituts d'économie agricole a été créé et des départements correspondants ont été ouverts dans cent deux collèges agricoles et quelques universités. Traditionnellement, toutes ces institutions scientifiques ont été orientées vers le travail pratique pour conseiller les autorités centrales et locales en analyse économique, préparation de plans, étude des coûts de production, efficacité des investissements en capital et préparation de propositions pour l'affectation des investissements et la croissance des prix d'achat à la ferme. Mais dans la nouvelle situation politique, économique et sociale des dernières années, la direction et la nature de la recherche scientifique ont changé. Ces changements se situent sur plusieurs plans : 1. Les études des problèmes de propriété foncière, qui sont devenus très aigus, en raison de la transformation des fermes collectives et des fermes d'Etat, de l'introduction d'un système de fermage et de types de propriété paysanne. Cela devient une question non seulement académique, mais d'une grande importance pratique à cause de la nécessité de préparer de nouvelles lois et des ordres gouvernementaux régissant les relations entre les paysans, les fermes collectives et d'Etat et les agences gouvernementales. 2. Les méthodes de transformation d'une économie centralisée et planifiée en une économie de marché réglementée. Cet ensemble de problèmes englobe la régulation des prix, la planification, le système d'offre et des aménagements dans le domaine du crédit et de la banque. 3. Les problèmes de l'industrie agricole deviennent de plus en plus importants. Ceci est en relation avec la politique de redistribution des ressources en faveur des industries alimentaires et de stockage, des nouveaux types d'organisation du marché, de nouveaux systèmes de gestion des compagnies agricoles. 4. L'importance croissante du facteur humain, le transfert du travail rural rendent nécessaire de sérieusement renforcer les études de sociologie rurale. 5. L'internationalisation de l'économie de l'URSS dans le système alimentaire mondial, le commerce et le développement économique comparé. [eng] This article describes recent history of science of agricultural economics in the USSR. After a long interruption, research work on this subject began once again in the mid-fifties. Then it a network of 14 research agricultural economic institutes was created, and corresponding departments were opened in 102 agricultural colleges and some universities. Traditionnaly all this scientific institutions were mainly oriented to practical work for central and local agricultural authorities for purpose of economic analysis, drafting of plans, studying of cost of production, efficiency of capital investments and preparation of proposals for investment allocation and increase of farm procurement prices. But in the new political, social and economic situation during last years the direction and nature of scientific research work are changing. There are several lines of such changes : 1. Studies of farm property problems, which have become very acute, because of transformation ofcoilective and state farms, introduction of land rent system and peasant and farmer types of property. It is becoming not only academic, but also an very important practical issue, because of the necessity of preparing of new laws and government orders, regulating relation between peasants, a collective and state farms, and government agencies. 2. Methods of transformation of centrainly planned economy into regulated market economy. All this set of problems comprises price management, planning procedure, system of supply and marketing new credit and banking arrangements. 3. Problems of agrobusiness are becoming more and more important. It is connected with policy of reallocation of resources in fa vour of food processing and storage industries, new types of management of marketing, new managerial systems of agrobusiness companies. 4. The growing importance of human factor, migration of rural labor made it necessary to significantly increase studies in rural sociology. 5. Internationalization of USSR economy in world food system, trade, comparative economic development.
