Abstract

[eng] The country planning history during the last forty years can be divided in four phases. After a first period almost exclusively devoted to farming modernization, the finalizing of the main instruments for the rural development reaches its peak around the year 1970. The third period is, in the crisis context, one of budget scarcity. The last period, during the eighties, can be distinguished by the adjustments needed after the decentralization laws. Some progress has been made, but one is still waiting for the great project able to transform in depth the rural world. [fre] L'histoire de la politique d'aménagement rural au cours des quarante dernières années peut se décomposer en quatre phases. Après la période de quasi-exclusivité de la modernisation agricole, la réflexion sur le développement rural et la mise au point des principaux instruments atteignent leur apogée vers 1970. La troisième période est marquée par la crise et la rareté budgétaire. Celle des années 80, la quatrième, est caractérisée par les ajustements difficiles nécessités par la décentralisation. De nombreuses actions ont été entreprises, des progrès ont été faits ; mais on attend toujours de la société et de l'État le grand dessein qui transformerait vraiment le monde rural.
