Une approche en coût budgétaire marginal de la dernière tonne écoulée met en relief les risques d'un accroissement de la production à soutien constant, à la suite notamment de l'adhésion de l'Espagne. Un stabilisateur de la dépense, agissant sur le soutien accordé aux producteurs, est défini conceptuellement.
