L'intensification de la production laitière : des logiques et des pratiques en Europe

Abstract

[fre] La comparaison des systèmes de production au niveau international ne doit pas reposer seulement sur l'analyse des structures de productions et des déterminants économiques (prix, coûts...), mais aussi sur celle du contexte socio-économique. En effet, il existe un consensus social sur le rôle et la logique de fonctionnement de l'exploitation agricole différent d'un pays à l'autre. Les cas néerlandais et français montrent que les démarches de gestion de l'exploitation, développées par l'appareil d'encadrement, s'opposent : en France, c'est une approche agronomique dans son principe, qui consiste à valoriser les productions fourragères de l'exploitation considérées comme le facteur limitant des productions animales. Aux Pays-Bas, la valorisation du travail familial est l'objectif à atteindre. La combinaison des facteurs de production (cheptel, aliments produits sur l'exploitation et achetés...) dépend de la recherche d'un optimum économique. La production hors-sol est alors envisageable comme une voie complémentaire à une intensification des surfaces fourragères dont la limite est rapidement atteinte. Thus, there is a social consensus upon the aims and logic of running a farm which is different from one country to another. The Dutch and French cases show that the steps toward farm management which are proposed by both advisary services are opposed. In France, it is an agronomical point of view which consists in enhancing self-produced forage considered as the limiting factor of animal production. In the Netherlands, the optimal use of family labour is the goal. The combination of production factors (animals, bought or self-produced feed...) depends upon the quest of an economical optimum. Non- soil production is then looked upon as a complementary means to an intensification of forage areas whose limits are rapidly reached.
