Abstract

[fre] Le problème financier de la PAC est abordé sous trois principaux aspects. D'abord, l'ajustement politique : le gel des terres ou les stabilisateurs semblent peu adaptés à leurs objectifs, les quotas seraient plus efficaces, et il faut tenir compte des pressions écologistes, qui ne sont du reste pas dépourvues d'ambiguïté. Ensuite l'ajustement au niveau des exploitations : la réduction globale de l'activité agricole ne signifie pas forcément le dépérissement des exploitations ni celui de l'espace rural. Enfin, l'ajustement au niveau international pourrait bien réconcilier les points de vue de la politique et des exploitations. Aussi bien, l'opinion publique considère-t-elle que les agriculteurs ont besoin d'être protégés, et il faut tenir compte de ce fait politique. [eng] Three main aspects of the agricultural financial crisis are examined. First, the policy adjustment problem : the progression from unlimited support through price reductions and stabilisers to production quotas is likely to continue. However, environmental considerations and international pressures may modify this trend. Second, the farm adjustment problem : shrinking farm margins and incomes may not lead to continued exodus from rural areas if capital values fall and multiple jobs are available. Third, the international adjustment problem : effective decoupling of support from the market could réconcilie internal pressures with external concerns and responsibilities.
