Conséquences des technologies nouvelles dans le secteur des semences

Abstract

[fre] Les technologies biologiques nouvelles ont et auront une grande importance dans les filières agricoles, mais ne représentent pas pour autant un saut qualitatif. Elles figureront simplement en très bonne place dans la panoplie des outils que les diverses disciplines de la recherche et de la technologie qui travaillent pour ces filières utilisent et utiliseront, sans modifier fondamentalement leurs approches. Les conséquences pour l'agriculture elle-même risquent d'être peu visibles pour les agriculteurs, dans la mesure où elles s'exerceront soit en amont soit en aval. Les intrants continueront à évoluer comme par le passé. A l'aval la demande risque d'être influencée par les exigences des utilisateurs des produits, en fonction des technologies nouvelles de transformation qu'ils adopteront. Ceci, et la tendance des industries d'amont à essayer de suivre leur droit de propriété industrielle plus loin que ce n'était le cas jusqu'ici, risquent de déboucher sur une domination accrue des marchés par les agents d'amont et d'aval, au détriment des agriculteurs. [eng] New biological technologies already have and will have in the future a significant impact in the agro-business channels. They will not, however, represent a qualitative jump. They will simply stand in a very good position among the tools that various disciplines in research and technology that work for these channels use and will use. They will not fundamentally alter their present approaches. The impact on agriculture may not be visible to the farmers, as they will operate either upstream or downstream from the farm. Inputs will continue evolving as in the past. Downstream, demand is likely to be influenced by the requirements, demand is likely to be influenced by the requirements from the users of farm products, as a fallout from the new technologies that these will adopt. This, and the tendency of companies to try and follow their industrial property rights farther than this was usual up to the present time, is likely to lead to an increased domination of the markets by operators from upstream and downstream, at the expense of the farmers.
