Abstract

[fre] Pour parvenir aux objectifs d'autosuffisance, d'autonomie et de sécurité alimentaires, l'intervention publique indienne porte depuis une vingtaine d'années sur les incitations aux moyens de production et sur la régulation du marché des céréales. Des déséquilibres ont été engendrés, que des programmes spécifiques cherchent à corriger. Fruit de la "Révolution Verte" et de la politique incitative, la production céréalière a doublé permettant à l'Inde de marginaliser les importations, de générer des flux d'exportation et des stocks importants. Ces résultats, généralement utilisés pour définir l 'autosuffisance indienne, ne préjugent pas de la situation nutritionnelle de la population dont une part importante souffre de sous-alimentation et de malnutrition. [eng] In order to achieve food security, self-sufficiency and self-reliance, the public intervention of India for the last twenty years is focused on incentives to means of production and on regulation of the cereals market. Imbalances were generated that specific programmes aim at mitigating. Owing to the "Green Revolution" and the incentive policy, the cereal output has increased twofold enabling India to marginalize imports, to generate export flows and sizeable stocks. Those results, which are generally used to define the indian self-sufficiency, do not prejudge the population's nutritional status, of whom an important part suffers from under-nutrition and malnutrition.
