Abstract

[eng] Essentially based upon the existence of plenty of small market-oriented family farms, Haitian agriculture can no longer provide for the food needs of an always growing population. Subdued to numerous levies, the peasantry could never save enough to correctly equip its farms and increase its labour productivity. The state never resolved to accept the development of a peasant economy, and the successive agricultural policies never were able to take into account the farmers' know-how and to satisfy their interests. [fre] Fondée pour l'essentiel sur l'existence d'une multitude de petites exploitations familiales marchandes, l'agriculture haïtienne ne parvient plus à subvenir aux besoins alimentaires d'une population sans cesse croissante. Soumise à de nombreux prélèvements, la paysannerie n'a jamais pu dégager une épargne suffisante pour équiper convenablement ses exploitations et accroître la productivité de son travail. L'Etat ne s'est jamais résolu à accepter le développement d'une économie paysanne, et les politiques agricoles successives n'ont jamais su prendre en compte les savoir-faire des agriculteurs ni satisfaire leurs intérêts.
