Le financement des exploitations à moyen terme

Abstract

[fre] Les orientations pour le financement de la modernisation et de la transmission des exploitations agricoles doivent tenir compte des deux principaux enjeux des années à venir : la modernisation des moyennes exploitations et la transmission des exploitations modernisées. L'aide de la collectivité à l'agriculture doit prioritairement bénéficier à ces actions. Dans un contexte durable de désinflation le maintien à un niveau suffisant de l'aide publique à ces actions conduit à s'interroger sur les modalités de distribution de l'aide. Compte-tenu des limites à la baisse des taux d'intérêt des prêts bonifiés, une modification des modalités d'intervention de l'Etat par transformation des prêts en subventions en capital est alors une question qui mérite d'être posée. . Dans l'hypothèse du maintien d'un système de prêts bonifiés le passage à une bonification en points présenterait l'avantage de mieux garantir la stabilité de l'aide publique. . L'aide à l'investissement des exploitations en phase de maturité pourrait être assurée en partie par la fiscalité. . Enfin, la transmission des entreprises devrait se concevoir de manière plus progressive et la fiscalité devrait être neutre tout au long du processus de transmission. [eng] Financing farms in the long run - The two main questions to be solved in the next few years, namely the modernization of medium size farms and the transfer of modernized farms, condition the steps taken to finance both this modernization and such transfers. These two fields should be the main beneficiaries of Government intervention. In a context of durable disinflation maintaining a sufficient level of public support requires new thinking as to how this aid should be distributed. Taking into account the limits to which the state bonus rates of interest can drop a change in the methods of state intervention — i.e. loans transformed into subsidies — should be discussed. . If the state bonus loans system were maintained the shift to a points bonus would have the advantage of ensuring the stability of public support. . The aid to investment to the mature farms could partly be achieved through tax policy. Lastly the transfer of farm businesses should be conceived in a more progressive way, and taxation should be neutral throughout the transfer process.
