Contingentement laitier et transfert de quotas : le débat au Canada et dans la C.E.E

Abstract

[fre] L'auteur rappelle brièvement le débat politique précédant la mise en place du contingentement de la production laitière européenne et examine les deux courants dominants de la littérature néo-classique nord- américaine se rapportant à l'explication théorique du contingentement. Il souligne également une toute autre approche du contingentement élaborée autour du concept de régulation. Ensuite, la question de l'évolution structurelle d'un secteur contingenté est posée et est liée aux pressions à la prise de valeur du «droit de produire». Il en découle une interprétation économique de la valeur du quota basée sur le concept du coût marginal et sur le nouveau rapport de rente créé par les quotas. Enfin, l'auteur aborde le problème de la valeur éventuelle des quotas en France, ainsi que l'opportunité de définir précisément un système de transfert des quotas entre producteurs. He also emphasizes on another explanation of quota based on the concept of economic regulation. Next, the question of structural evolution under quota is approached and linked with « right to produce » value. From that results an economic interpretation of quota value based on marginal cost concept and on rent relationship induced by quotas. Finally, the author deals with the possible quota value in France, as well as the opportunity of defining a transfer quota system between producers.
