Abstract

[eng] According to the « Fundamental Consensus » which was at the bottom of the creation of the EEC, the Federal Republic of Germany was to benefit from the Common Market mainly in the field of industry while France was assumed to exploit market potentials by growing exports of agricultural products. However, since the mid- seventies this consensus is no longer « respected » with regard to French intra-community agricultural exports, which are subject to stagnation or decline. As a consequence, France had to shift exports to world markets. At the same time, a new consensus was found under which French extra-community exports were partly financed by the considerable German financial contribution to FEOGA. However, since the beginning of the eighties, this consensus meets with increasing limitations. It is interesting to speculate that the continuation of the restrictive common price policy may result in a certain return to the trends expected under the original consensus, through an increase of French net intra-community exports, on the one hand, and German intra-community imports, on ther other.
