Abstract

[fre] Au-delà du 27e congrès du parti communiste, les perspectives céréalières de l'URSS n'apparaissent pas très différentes à moyen terme. Les objectifs de production pour 1 990 ont été maintenus et les programmes mis en place en 1982 et 1984 — confirmés. De nouvelles méthodes de gestion et d'exploitation devraient cependant permettre une percée décisive dans le secteur agricole, mais le décret du 29 mars ne constitue qu'une étape, et le transfert régional des eaux qui devait contribuer à stabiliser les récoltes reste à l'étude. Ces mesures devraient cependant favoriser un certain rééquilibrage des ressources internes par rapport aux besoins céréaliers, en contribuant à une meilleure utilisation des récoltes (réduction des pertes) et à la décélération de la croissance de la consommation céréalière animale, et les besoins d'importation tendront à se réduire. The production targets for 1990 are unchanged and the 1982 and 1984 programs — confirmed. Emphasis is being place on new methods of administrative and economic management but measures adopted in march which have to be completed and water-related problems — resolved. These measures would, however, admit a partial reequilibrium of internal grain resources and consumption, as they contribute to a better utilization of these resources (by reducing losses and animal grain consumption) and import needs of grain could be narrowed.
