L'état et le statut de l'économie rurale

[eng] Agricultural economics is not only a scientific discipline. Faithful to their «agronomic» tradition, born during the 19th century in western countries, agricultural economists can be defined by the use of economics concepts, hypotheses, and methods in the analysis of the problems agriculture, the latter being understood in its broadest meaning. They nevertheless remain full-fledge economists. The Malaga Conference once more emphasized that, within this broad project, agricultural economists are extremely diverse both in terms of their professional objectives and of the way they exert their profession : topics studied, methods used, linkages with the users of their works. This diversity raises evaluation problems for the evaluation of the quality of their works: what are the best criteria of professional excellence? The author pleads in this respect for using four « classical » criteria : internal logical consistency, consistency with experience, clarity and relevance. He pleads also for respecting pluralism and enhancing a great degree of reciprocal tolerance among agricultural economists, as well as for a great degree of rigour in the methods used. Héritiers de la tradition économique, née au 19e siècle dans les pays occidentaux, les économistes ruraux se définissent par l'utilisation qu'ils font des concepts, des hypothèses et des méthodes de l'économie à l'analyse des problèmes de l'agriculture, ce terme étant pris dans son sens le plus large. Ils n'en sont pas moins des économistes à part entière. Le Congrès de Malaga a souligné une fois de plus que, dans le cadre de ce projet commun, les économistes ruraux sont très divers tant par leurs objectifs professionnels que par la façon dont ils exercent leur métier: sujets abordés, méthodes employées, liaisons avec les utilisateurs de leurs travaux. Cette diversité pose des problèmes d'évaluation de la qualité du travail accompli. L'auteur plaide en cette matière pour le recours à quatre critères «classiques »: cohérence logique interne, cohérence avec l'expérience, clarté, pertinence. Il plaide aussi pour le respect du pluralisme et une grande tolérance réciproque entre les économistes ruraux, en mêmetemps qu'une grande exigence de rigueur dans les méthodes utilisées.
