Le développement agricole face à la diversité de l'agriculture française

Abstract

[fre] Les Etats Généraux du Développement Agricole ont été un temps fort du débat sur l'avenir de l'agriculture dans le contexte actuel de crise économique. A ce titre, ils ont contribué à mettre en avant le thème de la diversité de l'agriculture, thème actuellement largement repris et développé par toutes les organisations agricoles. . Pendant une vingtaine d'années la variété des productions et l'hétérogénéité des exploitations ont été présentées comme des signes du retard de l'agriculture française. Aujourd'hui, la diversification des productions est mise en avant comme une des conditions nécessaires à l'adaptation des exploitations aux contraintes imposées par le marché. . Ce changement rapide dans le domaine des idées correspond à une remise en cause du modèle d'exploitation, qui depuis vingt ans était la référence de toutes les mesures de la politique agricole. Si pour certains ce nouveau discours permet de partir des inégalités entre les différentes catégories d'agriculteurs, pour d'autres il préfigure déjà une politique de développement à deux vitesses et une agriculture «duale». [eng] An agricultural development policy adapted to the variability of french agriculture - --The convention on development has contributed in putting foreward the theme of the diversification of the farms, theme which has become very popular within agricultural organisations. The variability of productions and the heterogeneity of farms have been put foreward as a sign of the leeway of French agriculture for twenty years. Extension work bodies advocated technical advice necessary to a specialization of farms and intensification of productions. To day diversification of farms is considered as one of the conditions of adaptation to the constraints of the market. The promotion of « different sorts of agriculture » is proposed as an opportunity for the most advanced farmers. This change will affect deeply the traditional farm type model employing 2 work units, standard model for all agricultural policy measures since 1960. This new move already justifies a development policy adapted to this new sort of agriculture.
