[eng] Summary : . THE IMPEDIMENTS TO CHANGE : IS THERE AN ALTERNATIVE FARM POLICY ? . In 1981-83 the government has tried to set up a new agricultural policy favouring solidarity and employe- ment. This policy was not as successfull as expected looking to the fact that changes advertized had to be watered down or dropped. To try to explain the difficulties faced by Mrs E. Cresson Minister of Agriculture one has to analyze the triple handicap of legitimacy this policy presented as far as : the farming world, the administration and the general policy of the government were concerned. Only a « policy of the farm » could conciliate the goals of the general policy and the defense of an employment policy for rural areas. [fre] En 1981-83, le gouvernement issu de l'alternance a tenté de mettre en œuvre une nouvelle politique agricole privilégiant les objectifs de solidarité et de maintien de l'emploi. Cette politique n'a pas connu le succès espéré, dans la mesure où les réformes annoncées ont dû être fortement édulcorées ou même supprimées. Pour expliquer ces difficultés rencontrées par le ministre de l'Agriculture, Edith Cresson, il faut analyser le triple déficit de légitimité dont souffrait cette politique : par rapport au milieu concerné, par rapport à l'administration et surtout à l'égard de la politique macro-économique du gouvernement lui-même. Seule une «politique de l'exploitation rurale » devrait permettre de concilier les impératifs économiques globaux et la défense de l'emploi à la campagne.
