Abstract

[fre] Mise en place dans les années 60 avec un objectif d'autosuffisance alimentaire, l'Europe Verte se retrouve excédentaire dans les années 80, alors que la crise mondiale a diminué un peu partout le pouvoir d'achat. Faut-il - et avec quels moyens - poursuivre une politique d'intensification de la production agricole ? Le Livre Vert de la CE envisage une politique de quotas, ou encore une réduction drastique des prix... Ne vaut-il pas mieux rechercher, avec la participation financière des producteurs, de nouveaux débouchés (transformations industrielles du blé, débouchés ibériques...), entreprendre d'importants investissements collectifs et organiser les marchés, pour ne pas être surpris par la mutation considérable prévue d'ici à la fin du siècle ?
