L'aménagement rural à la rescousse des exploitations familiales

Abstract

[eng] Why did the concept of rural development suddenly come to the forefront in the middle of the seventies ? To which social movement does it belong through its demands and practices? A brief appraisal of recent experience in the field of country planning with the «rural planning guidelines» and the «neighbourhood contracts» and in the field of development management (development boards, planning boards...) aims at evaluating the social change processes induced by country planning. Emphasis is placed on comparing agricultural development policies and practices in the fifties and sixties and rural development since the seventies. [fre] Pourquoi le développement rural est-il apparu soudain au milieu des années 1970? A quel mouvement social correspondent les revendications et les pratiques du développement rural ? Ce bilan des actions menées en Isère tant dans le cadre des procédures d'aménagement (Plan d'aménagement rural, contrat de pays) qu'au sein des structures de gestion du développement (comité d'expansion, syndicat d'aménagement...) vise à cerner les transformations sociales que l'aménagement rural a traduites ou provoquées. Nous aborderons plus particulièrement les rapports qui ont pu se tisser entre les politiques et pratiques de développement agricole (telles qu'elles ont été promues dans les années 1950-1960) et les politiques et pratiques de développement rural mises en œuvre depuis les années 1970.
