Quotas négociables, politique de compensation et réforme de la PAC

Abstract

[eng] A politically acceptable alternative to price reductions is to limit the commitment of support to a given production level, thus containing support expenditure. The market and price mechanism applied to saleable or tradeable quotas not only allows for flexibility in distribution of the quota, allocating quota to those who receive most benefit from the high support prices, but also establishes, through the market price of the quotas, the capitalised value of the market support over and above the «free market» output price. In so doing, any purchaser of quotas correctly compensates the vendor for giving up the right to produce at supported prices. In addition, the capitalisation of the support value in the quota price leaves the revenue, net of quota values, at a similar level to the free market net revenues, thus encouraging the efficient use of real ressources. A potential extension involves the support authorities progressively reducing the level of support commitment and simultaneously providing the appropriate compensation to producers by buying in quota levels. [fre] Une alternative politiquement acceptable aux baisses de prix consiste à limiter l'engagement de soutien à un niveau de production donné, avec pour effet de contenir la dépense correspondante. Les mécanismes de prix et de marché appliqués à des quotas cessibles ou négociables non seulement créent une flexibilité dans la distribution des quotas, permettant de les allouer à ceux qui bénéficient le plus des hauts niveaux de prix garantis, mais déterminent également, à travers le prix de marché des quotas, la valeur capitalisée due au soutien du marché par rapport à un régime de libre concurrence. De la sorte, tout acquéreur de quotas dédommage correctement le vendeur qui lui transmet le droit de produire à un prix garanti. En outre, la valeur capitalisée du soutien dans le prix du quota laisse le revenu, net de la valeur du quota, à un niveau analogue à celui du libre marché, encourageant en cela une utilisation efficace des ressources réelles. Une extension possible réside dans la réduction progressive par les autorités du niveau de soutien, qui pourrait être équitablement compensée par un rachat des quotas aux producteurs (Réd.).
