Abstract

[fre] Analyse d'ensemble des problèmes agricoles européens tels qu'ils se présentent après l'accord du 31 mars 1984. La crise de la PAC est causée par l'évolution du secteur. Mais aussi par le non respect des principes de base. Devant la crise budgétaire insoluble, il faut choisir entre liberté de produire et acceptation des prix du marché ou recours à l'aide de l'Etat avec, en contrepartie, des disciplines de production. La solution retenue préserve le mieux possible les intérêts des producteurs en leur assurant le paiement d'un prix de soutien pour des quantités ne dépassant pas les seuils de garantie (Réd.). CAP'S crisis is caused by the evolution of the sector but also byfailuretoabideby its basic principles. In front of unsuperable budget difficulties a choice must be made between freedom to produce, with acceptation of market prices, or request for public support, with the counterpart of disciplin in production. The solution adopted safeguards as much as was possible producers' interests; they are assured to get a support price for quantities not exceeding the garantee thresholds.
