Les services de vulgarisation dans une agriculture hétérogène, le cas de l'Italie

Abstract

[eng] In order to fill the latent demand of the various homogeneous sub-groups which together make up a heterogeneous agriculture, advisory services must operate under the following principles : they must be closely linked with research ; their location in the field should spread down to each small agricultural region ; they should be actively concerned with the development of non agricultural activities. In post-war Italy, the extension services inherited from the fascist era were bureaucratic and centralized ; their performance was very poor. Since the regional reform of the seventies significant improvements have taken place, but at very inequal rates in the various regions. [fre] Dans une agriculture hétérogène les services de vulgarisation doivent, pour pouvoir répondre à lademande latente des divers groupes homogènes de l'agriculture, fonctionner selon les principes suivants : . — forte interrelation entre vulgarisation et recherche ; . — implantation territoriale des services de vulgarisation de base au niveau des petites régions agricoles ; . — liens étroits avec l'incitation au développement d'activités non agricoles. . Dans l'Italie de l'après-guerre le service de vulgarisation héritédu fascisme, bureaucratiqueet centralisateur, a eu un bilan nettement négatif. . Depuis la réforme régionale, au cours des années 70, la situation s'est sensiblement améliorée mais reste très inégale entre les régions.
