Vulgarisation et développement, réexamen de la problématique

Abstract

[eng] Introductory paper to the session. Rather than arguing on definitions, it is essential to note that extension work is a part of agricultural policy and depends on the global situation of agriculture. Since the latter has changed, reappraisal of extension is needed. A rather critical evaluation is presented : inadequate coordination, complex financing channels, poor links with teaching activities. Farmers' needs, their decision making processes, dynamics of local groups must be better taken into account for a new start. [fre] Exposé introductif à la session. Au delà de discussions sur les définitions, il est essentiel de voir que les activités de développement sont liées à la situation d'ensemble de l'agriculture et aux priorités de la politique agricole. Le renversement des situations conduit à des remises en cause comme celles des Etats Généraux. Le bilan de la situation est assez critique : coordination insuffisante, complexité des financements, mauvaises liaisons avec les activités de formation. Un nouveau départ implique une meilleure prise en compte : des besoins des agriculteurs ; de la manière dont ils prennent leurs décisions ; de la dynamique des groupes locaux.
