Un cas d'innovation: l'isoglucose

Abstract

[eng] Among the post-war technological innovations in the food processing area, High Fructose Corn Syrup is an outstanding case from several points of view : economical and political issues, scientific and technical significance, complexity of the innovation process. Milestones of the historical process are reviewed. Each of three converging branches (corn syrup processing, carbohydrate isomerizing, enzyme immobilisation) displays a specific kind of logic. The innovation process scheme is compared with classical hypotheses dealing with the economic determination of technical progress: a) early economic information of the innovation process, b) positive effect of industrial concentration on innovation. . First, it is argued that in this case the so-called « marked pressure » and « technological opportunity » logic, when precisely combined in typical « technological transfers », are complementary rather than antagonistic. On the second point, the history of HFCS suggests that efficiency of industrial concentration, very high in the last stages (innovation), decreases when going back to the invention stages. Then the returns on the R-D investments in the HFCS market were rewarded to individual firms while the oligopolistic structure remained unaffected. [fre] Parmi les innovations technologiques qui ont modifié depuis la guerre la physionomie de l'agro-industrie, l'isoglucose est l'une des plus importantes et des plus complexes, à la fois par son enjeu économique et politique, par sa portée scientifique et technique, par l'histoire de son développement. . Les principales étapes de sa mise au point sont passées en revue. Le processus innovateur est caractérisé par la convergence de trois branches, la fabrication des sirops de glucose, l'isomérisation des sucres, l'immobilisation d'enzymes, présentant chacune une logique particulière. Le schéma du processus est confronté à quelques hypothèses traditionnelles relatives au déterminisme économique du progrès technique : a) l'information économique précoce des processus d'innovation, b) l'effet positif de la concentration industrielle sur l'innovation. . Sur le premier point, l'analyse montre que dans le cas particulier de l'isoglucose les logiques dites de la « pression du marché» et de l'« opportunité technologique», associées de manière précise dans un «transfert technologique» type, sont plus complémentaires qu'antagonistes. Sur le second point; la genèse de l'isoglucose accrédite, avec des nuances, l'idée d'une efficacité de la concentration allant en décroissant vers l'amont du processus : l'oligopole, très performant au stade de l'innovation, a mal maîtrisé les phases antérieures. Enfin si les effets de l'investissement risqué de recherche-développement sur l'isoglucose ont affecté la position individuelle de chaque firme, les répercussions sur la structure oligopolistique du marché sont peu sensibles.
