L'élasticité de l'offre de lait par rapport au prix dans la CEE

Abstract

[fre] II est important pour la politique agricole de pouvoir évaluer une élasticité de l'offre de lait par rapport au prix. En particulier si cette élasticité était négative, il serait impossible de compter réduire les excédents laitiers communautaires par une baisse du prix. Pour essayer d'en avoir au moins un ordre de grandeur, différentes méthodes ont été essayées dans les principaux pays du Marché Commun : agrégation de résultats de programmes linéaires, fonctions de production aux niveaux régional et national, régressions plus ou moins compliquées. Les résultats obtenus montrent une très grande sensibilité des estimations à la méthode utilisée. Mais ils montrent que l'élasticité est toujours positive, et qu'elle est sensiblement plus forte dans certains pays (comme par exemple l'Italie) que dans d'autres (comme les Pays-Bas). [eng] In order to set up a sound agricultural policy, at least an order of magnitude for the milk supply response to price is needed. For instance, a negative milk price supply elasticity would make irrelevant any policy designed to cut back the oversupply through a decline in prices. But estimating this elasticity is not easy. Various methods have been applied recently in each of the main EEC member states : aggregating the results of linear programming models for typical farms, estimating different kinds of production functions, using regression analysis. None of them is fully satisfactory. Results are highly method dependent, and, therefore, not reliable. However, there is evidence that the elasticity is always positive, and significantly higher for some countries (such as Italy) than for others (such as the Netherlands).
