Abstract

[fre] Pour limiter la croissance de l'offre de lait en Europe, et aussi pour réorienter les formes du développement productif, de nombreuses propositions de réformes du système de paiement des producteurs ont récemment été avancées. Les auteurs ont analysé les effets potentiels de politiques de prix alternatives sur un échantillon d'exploitations laitières de l'Ouest de la France, ainsi que sur l'ensemble des producteurs de lait européens. Ils montrent qu'aucune formule de différenciation de prix n'est susceptible d'obtenir simultanément une régulation de l'offre et une redistribution sensible des revenus agricoles. Aucune solution miracle ne peut donc être trouvée au seul niveau des prix ; c'est une politique globale qui doit être mise en œuvre dans le secteur laitier. [eng] In order to limit the growth of milk supply in Europe, and also to reorientate the trends in technical development, many recent proposals have been based on a change in the milk pricing system. The authors have studied the possible consequences of alternative milk pricing policies on a sample of milk farms in the west of France, and in the EEC. They show that no formula is capable of obtaining both supply control and substantial redistribution of farmer's income. There is no miracle answer within the pricing system alone : it must be integrated into a general policy.
