L'Allemagne et la politique agricole commune : thème et variations

Abstract

[fre] L'article présente, dans leur contexte politique, les conceptions allemandes en matière de politique agricole. Elles ont une dominante protectionniste qui a cependant connu des variations depuis la construction de la CEE. Contrairement aux premières craintes en Allemagne, l'entrée dans la CEE lui a permis de renforcer sa tendance aux prix élevés. L'introduction des MCM, relâchant les liens entre prix nationaux et communautaires, lui a donné les moyens de soutenir les prix agricoles allemands sans devoir assumer les conséquences budgétaires d'une élévation similaire des prix dans les autres Etats membres. La crise économique et les contraintes budgétaires conduisent l'Allemagne à adopter maintenant une influence plutôt modératrice sur les prix agricoles dans la CEE. [eng] The article presents in their political context, the farm policy conceptions of the Federal Republic of Germany. They have a predominant tendency towards protectionnism, but variations occured since the EEC formation. Contrarily to earlier fears, the entry into EEC has allowed her to strengthen the high prices inclinations. The introduction of MCA's has loosened the link between national and common prices, providing a way to support farm incomes, without having to carry the financial burden of a generalised high price policy in EEC. The Economic slowdown and budget shortages lead Germany to adopt now an attitude in favour of moderate price increases in EEC.
