Abstract

[fre] Depuis 1974, l'Etat se trouve contraint de verser des aides directes «exceptionnelles» au revenu agricole pour respecter ses promesses de maintien ou de progression du pouvoir d'achat des agriculteurs. . En fait, tous les postes du budget de l'agriculture connaissent un fort mouvement de croissance ; la part des aides de l'Etat qui directement ou indirectement concourent à la défense du revenu agricole, représente la moitié et plus de ce dernier. . La puissance publique vise ainsi non seulement à compenser une fréquence élevée de bas revenus et la réduction des disparités en agriculture, mais surtout à assurer le maintien et la reproduction de l'appareil productif. [eng] Since 1 974, the State is forced to allot «exceptional» direct subsidies to the farmers in order to keep the promise to maintain or promote farmers' purchasing power. . In fact, all budget items of agriculture are rapidly increasing and the share of direct or indirect public subsidies which contribute to defend the farm income now represent more than 50 % of this income. . The State thus not only compensates an important portion of low farm incomes and reduces disparities between farmers but also secures the farm production system.
