Abstract

[fre] Au Québec, la coopération agricole regroupe près de 200 coopératives dont 168 sont membres de la Coopérative Fédérée de Québec. En 1977, la Fédération a réalisé des ventes d'un montant de 675 millions de dollars portant le chiffre d'affaires global de la coopération agricole à près de 2 milliards de dollars. Présente en amont et en aval de l'exploitation agricole, et sous le contrôle de ses adhérents, celle-ci approvisionne la ferme (40 % des intrants), transforme et met en marché 80 % de la production québécoise totale de lait de transformation, 50 % du lait de consommation, 25 % de la production québécoise de viandes rouges et plus de 65 % de tous les abattages de volailles. . Toutefois, cette forte présence de la coopération agricole québécoise au sein de l'industrie agro-alimentaire est mal protégée par la Loi des marchés agricoles du Québec qui ignore l'intégration des fonctions économiques, cherchant à vouloir isoler le primaire du secondaire, c'est-è-dire le lien entre le producteur et sa coopérative. Malgré les lacunes de la loi, la coopération agricole québécoise ne rejette pas la formule du plan conjoint dépendamiment du produit visé et de son contexte économique particulier. Incidemment, la coopération agricole québécoise nie le besoin d'un plan conjoint dans le domaine du lait, acceptant toutefois l'application d'une telle formule dans le secteur du porc et de la volaille. [eng] In Québec, there are close to 200 cooperatives, of which 168 are members of the Cooperative Fédérée de Québec. In 1977, this Federation had sales of 675 millions, bringing the total turnover of agricultural .cooperatives to nearly $2 million. The agricultural cooperatives are controlled by their members, on behalf of whom they both buy and sell, supplying 40 % of farm inputs and processing and marketing 80 % of all Quebec's manufacturing milk, 50 % of fluid milk, 25 % of Quebec's red meat production and over 65 % of ell the poultry meat. . However, this important role of Quebec's agricultural cooperatives within the agro-food industry is poorly protected by the Farm Products Marketing Act (Québec) which overlooks the integration of economic functions, seeking to isolate the primary sector from the secondary sector, i.e. the bond between the farmer and his cooperative. Notwithstanding the shortcomings of the act, the Québec farm cooperative movement does not reject a Joint plan formula which considers the case for a particular product on its merits and within the special economic context. Incidentally, the Québec farm Cooperative movement denies the need for a joint plan for milk, but agrees to the application of thfe formula in the pork and poultry sectors.
