Abstract

[eng] The green belts in the garden-cities in the Loire valley - The Loire Valley between Briare and Bourgueil, a densely populated zone near the Paris area, has for twenty years been greatly developed. Many of the most beautiful landscapes have been blighted by all sorts of buildings. Conflicts have arisen between the owners and the users of the land. . A basic plan has been worked out to organize this development, one of the main principles of which is that discontinuity should be respected in town-planning. This implies the setting up of a number of towns of different sizes separated by broad natural open spaces or « green belts » for farming, horticulture, wine-growing, forestry and leisure activities. A « charter » sums up the steps to be taken for the protection and use of these green belts. . What does this charter consist of ? . — it will apply to : 268 « communes » representing 780,000 inhabitants in 1975 and 570,000 hectares make up the area outlined provisionally by the three Conseils Généraux (County Councils) of Loiret, Loir-et-Cher, Indre-et-Loire until they receive the proposals of the « communes » concerned. . — among the protectionist measures appear the implementation of the « sensitive area » procedure of the Town Planning Code and the progressive application of the land use plans. . — the utilization possibilities proposed are the preservation and reinforcing of farming and forestry activities, the development of the river and the introduction of leisure activities. . The success of this programme depends above all on the support of the local council members and of the inhabitants themselves. [fre] Zone de fort peuplement à proximité de la région parisienne, la vallée de la Loire Moyenne de Briare à Bourgueil, a été l'objet, depuis une vingtaine d'années, d'un développement important. Beaucoup parmi les paysages les plus beaux ont été atteints par des constructions de toutes sortes. Des conflits se sont élevés entre détenteurs et utilisateurs du sol. . Un schéma d'aménagement a été mis au point pour organiser ce mouvement, dont l'un des principes essentiels est le respect de la discontinuité dans l'urbanisation. Ceci implique la constitution d'un ensemble de villes grandes et petites séparées par de larges espaces naturels ou « coupures vertes » à vocation agricole, horticole, viticole, forestière et récréative. Une Charte rassemble les mesures à prendre pour la protection et la mise en valeur de ces coupures vertes. . En quoi consiste cette Charte ? . • Le champ d'application : 268 communes représentant 780.000 habitants en 1975 et 570.000 ha font partie du périmètre sensible délimité provisoirement par les trois Conseils Généraux concernés (Loiret, Loir-et-Cher, Indre-et-Loire), en attendant l'avis des communes intéressées. . Parmi les mesures de protection, on peut noter : l'application de la procédure « périmètre sensible » du Code de l'Urbanisme, et la réalisation progressive des plans d'occupation des sols. . • Les possibilités de mise en valeur proposées sont : le maintien et le renforcement des activités agricoles et forestières, l'aménagement du fleuve, l'ouverture aux activités de loisirs. . La réussite de ce programme dépend avant tout de l'adhésion des élus locaux et des habitants eux-mêmes.
