L'aménagement de l'espace agricole : le remembrement en zone bocagère

Abstract

[eng] Country planning — land — reallocation in a « bocage » region - In farming the choice of crop and the quality and quantity of the production depend on the climate and on the agronomic characteristics of the unit of space-time used. They also depend on the distribution in time and the intensity of the flow of goods and services applied to it. Hence the problem posed by country planning is that of making the structures fit the flux, taking into account the possible markets, the techniques used and the constraints imposed by the environment and the protection of the landscape. . The analysis of the flows observed in a planning zone shows that the process studied is Markovian. Taking into account the diversity of the crops and their succession in time, the situation can be expressed by saying that the probability of the immobilization of the circulating capital is that of the time the production cycles last. For each category the minimum number of pieces of land necessary for the total financing possibilities to cover the expenses is calculated. By combining the different categories and by retaining only the combination that maximizes farm income in the zone, the pieces of land to be improved, those to be left as they are and those to be developed are determined. . An overall plan can be considered as complete when the last element of the proposed restructuring does not increase the income of the zone, or would lead to a modification of a group of pieces of land whose transformation is out of the question for pedological, agronomic or legal reasons, or because of the protection of the landscape. As the sub-group these pieces of land make up has no significance except as part of the system to which it belongs, the restructuring operation comes to an end when this sub-group is concerned. [fre] En agriculture, le choix de la production, la qualité et l'importance de la récolte dépendent des caractéristiques climatiques et agronomiques du « morceau » d'espace-temps utilisé. Ils sont également fonction de l'échelonnement et de l'intensité des flux de biens et de services qui lui sont appliqués. Dans ces conditions, le problème que pose l'aménagement de l'espace agricole est celui de l'adéquation des structures aux flux, compte tenu des débouchés possibles, des techniques employées et des contraintes imposées par le milieu et la protection du paysage. . L'analyse des flux observés dans une zone à aménager montre que le processus étudié est markovien. Tenant compte de la diversité des cultures et de leur succession dans le temps, on peut exprimer la situation en disant que la probabilité d'immobilisation des capitaux circulants est celle de la durée des cycles de production. Pour chaque catégorie, on calcule le nombre minimum de parcelles nécessaires pour que la somme des capacités de financement couvre les dépenses engagées. En combinant les différentes catégories et en ne retenant que la combinaison qui maximise le revenu agricole de la zone, on détermine les parcelles à aménager, celles que l'on doit conserver en l'état et le type de parcelle à développer. . Un plan d'aménagement peut être considéré comme achevé lorsque la dernière restructuration proposée n'augmente pas le revenu de la zone, ou conduit à modifier un groupe de parcelles dont la transformation ne peut être envisagée pour des raisons pédologiques, agronomiques, juridiques ou de protection du paysage : le sous-ensemble que constitue ces parcelles n'ayant de signification qu'articulé au système dont il fait partie, l'opération de restructuration s'arrête lorsqu'il est mis en cause.
