Possibilités d'écoulement sur le marché mondial des excédents futurs de l'Europe

Abstract

[fre] Les marchés agricoles mondiaux se caractérisent par leur instabilité croissante. Il est donc difficile de faire de bonnes prévisions. Néanmoins, il est pratiquement certain que l'écart entre pays développés et pays en voile de développement se creusera pour les ressources alimentaires, dans les 15 à 20 années à venir. Le problème fondamental à résoudre concerne l'équilibre régional offre-demande alimentaire. Des déséquilibres régionaux existent sur le marché mondial de produits comme les céréales, le sucre, le lait et les produits laitiers ; ces déséquilibres ont tendance à s'aggraver. Les tendances de la production de la CEE montrent que cette dernière est excédentaire pour ces mêmes produits. Les débouchés sur les marchés mondiaux pour de tels produits demeureront limités quel que soit le niveau des prix, (a) Si ce niveau est bas, les produits européens ne sont alors pas compétitifs ; (b) si ce niveau est élevé, les pays du tiers monde n'auront pas un pouvoir d'achat suffisant. Dans les deux cas une aide alimentaire accrue peut être un débouché. Cette solution demeure coûteuse et pose un certain nombre de problèmes d'organisation non encore résolus. [eng] World food markets as an outlet for future European surpluses ? - World agricultural markets are characterized by increasing instability. It is, therefore, difficult to work out valid projections. In spite of this, it is almost sure that the gap in food availabilities between developed and developing countries will become more profound over the next 15-20 years. The main problem of the world food situation thus consists in finding an appropriate regional balance of supply and demand. Regional inbalances exist on the world market for primary commodities such as grains, sugar, milk and milk products ; and these inbalances are expected to aggravate. Trends of EEC agricultural production indicate that within the EEC surpluses will prevail with these same products. Commercial outlets for such surpluses on the world market will be restricted, whatever the future level of world market prices will be. (a) Given a low price level EEC production is not competetive ; (b) given a high price level the potential buying countries of the third world lack puchasing power. In both situations increased food aid could be an outlet. This, however, is costly and also raises a number of yet largely unsolved organizational problems.
