La connaissance statistique des revenus agricoles

Abstract

[fre] Bien qu'encore très lacunaires, du fait notamment de la mauvaise connaissance fiscale des revenus individuels, les sources statistiques sur les revenus agricoles fournies par l'INSEE ou le Service Statistique du Ministère de l'Agriculture sont finalement assez nombreuses et complémentaires, de sorte que les revenus agricoles sont sans doute les moins mal connus des revenus non salariaux. On a distingué dans l'étude les sources qui proviennent d'une approche directe : le réseau comptable au niveau micro-économique, les comptes nationaux et départementaux au niveau macro-économique, et les sources provenant de calculs « indirects » telles que la décontraction des comptes par catégories d'exploitation réalisées par le SCEES (Analyse 70) ou les comptes de ménages par catégories socio-professionnelles établis par l'INSEE. Ces dernières sont plus tardives et plus approximatives, mais aussi beaucoup plus fouillées et détaillées. Le principal problème restant encore à régler, dans un secteur où la double activité est très importante, est celui d'une meilleure connaissance des revenus non agricoles. Ceci pose divers problèmes statistiques et méthodologiques parmi lesquels celui de la définition même de l'exploitation agricole ou du ménage agricole. Un programme d'amélioration de ces sources d'information est esquissé au terme de cette analyse. [eng] Statistical knowledge of farm income - The statistical information concerning farm income provided by the INSEE or by the Statistics department of the Ministry of Agriculture, although still incomplete, largely because of our inaccurate knowledge of farm income for tax purposes, is neverthel es sufficient in volume and fairly complementary, so that farm income is perhaps the most accurately known of incomes other than those of wage-earners. In this study, the data provided by a direct approach - the accounts network on the microeconomic level, national and deparmental accounts on the macroeconomic level, and data from « indirect » sources such as the break-down of accounts according to farm types, carried out by the SCEES (Analysis 1970) or the accounts per household worked out by the INSEE - are distinguished. This last group is the most recent and is more approximate but is also much more thorough and detailed. The main problem still to be solved, in a branch where two forms of activity are very widespread, is a better knowledge of non-agricultural income. This poses several statistical and methodological problems, including the definition of a farm and a farming household. A programme for improving these sources of information is outlined at the end of this analysis.
