Réflexions méthodologiques sur les études de développement agricole

Abstract

[fre] L'objet de cet article est d'essayer de dégager un schéma général d'étude des problèmes de développement agricole. . Nous pensons que pour pouvoir se concrétiser, une orientation de développement doit satisfaire à la fois à deux types de conditions. Le premier groupe concerne les conditions de rationalité : la proposition de développement doit respecter l'ensemble des contraintes qui sont susceptibles de déterminer le développement : contraintes du milieu naturel, des structures foncières, facteurs humains, économiques, techniques, etc. Mais pour être acceptée, une proposition de développement doit en outre être élaborée par les personnes concernées : c'est la justification de la démarche d'animation basée sur la participation des intéressés au travail d'étude. Après avoir détaillé la méthode basée sur une stricte rationalité, nous proposons de l'intégrer dans la démarche d'animation en une « étude-animation ». . La phase d'analyse permet aux groupes intéressés de percevoir leur situation et les facteurs qui peuvent concourir à son amélioration. L'entretien non directif, complété par des études sectorielles restituées, sont les principaux moyens employés. . La phase d'élaboration des orientations s'effectue au cours de réunions entre agriculteurs intéressés et techniciens animateurs, en respectant les contraintes de rationalité résultant de la phase d'analyse. [eng] Reflections on the methodology of agricultural development surveys - The aim of this article is to try to work out a general pattern for the survey of agricultural development problems. . To be realized, a development proposal must meet two types of conditions. First those of rationality : the development proposal must respect all the constraints likely to determine development natural environment, land tenure structures, human, economic and technical factors. Moreover, to be accepted, a development proposal must be worked out by those concerned. This is the justification for the advisory approach based on the participation of all those concerned. . After defining in detail a method based on pure rationality we propose to integrate it in a group study. The analytical phase enables the groups concerned to be aware of their situations and the factors which may lead to its improvement. A non-directional discussion, completed by sectorial surveys, are the main means used. The phase dealing with the setting up of those orientations is carried out in meetings between the farmers concerned, and advisory technicians, respecting the rationality constraints resulting from the analytical phase.
