L'aide mutuelle entre arboriculteurs. Esquisse d'un nouveau plan d'amélioration des revenus des producteurs

Abstract

[fre] Les arboriculteurs apprécient leur indépendance ; ils dépendent pourtant du gouvernement parce qu'ils ne sont pas capables de résoudre eux-mêmes leurs difficultés. . Selon le plan présenté, les producteurs de fruits de l'Europe des Six pourraient sortir d'une situation peu rémunératrice avec une faible aide de l'Etat ; l'industrie fruitière pourrait également contribuer à cet assainissement. . Toute période voit une alternance de hauts et de bas rendements dus aux récoltes bonnes ou mauvaises. L'auteur propose que, les années fastes, les producteurs prélèvent une part de leurs bénéfices pour alimenter un fonds de compensation. . Sur cinq années, trois versements suffiraient pour dédommager un petit nombre de producteurs désireux de cesser leur activité. Le fonctionnement du plan, les taux approximatifs de prélèvement et de répartition sont brièvement exposés. L'expérience britannique, pour être appliquée aux vergers européens, devra être nuancée par production et par région. [eng] Self-help for fruit-growers - Horticultural producers value their independence but nevertheless become dependent upon Government because they are not able to manage their own affairs. . A scheme is outlined whereby fruitgrowers in the EEC-of-Six could help themselves out of theid present low-income situation with very little Governement intervention. The scheme could also be largely administered by the fruitgrowing industry. . Noting the alternation of higher and lower yields in successive years, resulting in unprofitable and profitable crops respectively, it is suggested that producers pay a levy out of profits in the profitable years into a compensation fund. It is proposed that three payments within a period of five years would raise enough money to buy out a small percentage of producers who were willing to leave. . The mechanics of the scheme and some approximate rates of contribution and of benefit are outlined.
