Les nouvelles aspirations et propositions des jeunes agriculteurs

Abstract

[eng] Young farmers' new aspirations and proposals - The young farmers of 1960 were the pioneers of a renewal of agricultural policy. Those of today would like to correct it and adapt it according to their present needs. A study carried out in 1972 shows that, like their elders, they are still in favour of the family farm, but that they want to be considered exactly like the young people in other walks of life. Their principal causes for concern are the insecurity of their income and the lack of land available for young farmers. Today the CNJA proposes that the poUcy of aid for starting new farm businesses should be stepped up : the present grant to be doubled and the status of associate to be introduced to facilitate the transition, control of the evolution of land tenure, the reduction of land costs by generalizing the system of joint ownership of land and the organization of agricultural markets to be introduced. All this can only be done within the framework of the EEC which is favourable to the development of French farming. It will be the second phase of the « green revolution » that [fre] Les jeunes agriculteurs de 1960 furent les pionniers, à l'époque, d'un renouveau de la politique agricole. Ceux d'aujourd'hui souhaitent la corriger et l'adapter en fonction de leurs besoins actuels : une enquête de 1972 les montre toujours attachés, comme leurs aînés, à l'exploitation familiale, mais soucieux par contre d'être traités exactement .comme les jeunes des autres milieux. Leurs inquiétudes portent sur l'insécurité du revenu et le manque de terres pour s'installer. Le CNJA d'aujourd'hui propose un net renforcement de la politique d'établissement : doubler la dotation d'installation actuelle, développer un statut d'associé pour faciliter la transition, maîtriser l'évolution des structures foncières, alléger la charge foncière en généralisant l'appropriation sociétaire du sol, organiser enfin les marchés agricoles. Tout ceci ne peut se faire que dans le cadre européen, favorable à l'expansion de l'agriculture française. Ce sera la deuxième phase de la « révolution verte » engagée en Europe vers 1960.
