Abstract

[fre] Dans l'agriculture comme dans tous les autres domaines, les prévisions sont souvent démenties. Et lorsqu'un événement important se produit, personne ne l'avait prévu. Cela n'est pas très étonnant, si l'on songe que le présent lui-même n'est pas toujours bien connu : des statistiques inexactes et trop globales ne permettent pas d'analyser de manière approfondie la réalité du moment. Et ce n'est là qu'une des multiples raisons des difficultés de l'exploration du futur. . Mais si l'on réfléchit un peu, on est tenté de dire que l'imprévisible n'existe pas. Certes, personne n'est en mesure de dire avec certitude ce qui va se passer. Mais une analyse complète, prenant en considération les divers éléments des problèmes, aurait dû permettre de considérer comme une « éventualité » l'événement qui a surpris tout le monde lorsqu'il s'est produit, comme les achats soviétiques de céréales en 1972. . Même si l'exploration des futurs possibles n'a pas la valeur d'une « prévision », elle peut être d'une grande utilité. Quelles que soient les méthodes utilisées, l'essentiel est de constituer des équipes non seulement multidisciplinaires, mais qui associent aussi, dans chaque discipline, tous les courants de pensée. [eng] Unpredictable instability or the conditions for an agricultural policy - In farming, as in all other fields, forecasts are often proved wrong and important events are often unforeseen. This is not very surprising if one thinks that even the present itself is not very weU known. Inaccurate and all-embracing statistics do not enable present reality to be analysed deeply enough. And that is only one of the many reasons for the difficulties involved in exploring the future. . But with a little thought, one is tempted to say that the unforeseeable does not exist. Although no-one can say with certainty what is going to happen, a complete analysis, taking the different elements of problems into account, should enable the event that takes everyone by surprise (eg. Soviet purchase of wheat in 1972) to be considered as a possibility. . Even if the exploration of «r possible futures » has not the same value as a « forecast », it can be very useful. Whatever the methods used, the main thing is to set up teams that are not only interdepartmental but that are composed of all the schools of thought in each field.
