Comptes économiques régionaux et disparités dans l'agriculture française

Abstract

[fre] L'analyse input-output, au niveau régional, éclaire les mécanismes qui déterminent l'apparition des disparités interrégionales, notamment en matière de revenu. Ce type d'analyse pose des problèmes liés à l'insuffisance des comptes 'actuels. . Les inputs impayés sont évalués à partir des prix payés pour ceux achetés. Les estimations de base sont incertaines, à cause de l'absence de connaissance des flux interrégionaux. . Les estimations sont faites en prix constants moyens nationaux, pour 1953-1955 et 1962-1964. On a envisagé les disparités dans la structure des inputs, dans la productivité nette du travail et la productivité nette des facteurs, et leur évolution entre les deux périodes. . La part du travail dans l'input total (input des facteurs + input non agricole) passe de 75 % en 1953-1955, à 62 % en 1962-1964, celle du capital, de 18 à 31 %. La part de la terre varie peu. En 1962-1964, la Région Parisienne, la Picardie et la Champagne se différencient nettement des autres régions par la forte part de l'input capital. Un deuxième groupe comprend la Haute-Normandie, le Centre, le Nord et la Lorraine. Elles utilisent le travail de façon relativement plus importante. Enfin, c'est dans le Limousin, l'Aquitaine, l'Auvergne et l'Alsace que la part du travail est la plus forte et celle du capital la plus faible. . En ce qui concerne la productivité du travail en 1962-1964, les régions les plus favorisées sont la Région Parisienne qui se détache nettement, puis la Picardie, le Nord, la Champagne et la Haute-Normandie. Les régions les moins favorisées sont Midi-Pyrénées, Limousin, Auvergne et Aquitaine. . Quant à l'évolution de la productivité du travail et des facteurs entre les deux périodes, l'incertitude des données incite à une prudence particulière. Cette évolution ne semble pas liée à la situation relative des régions en 1953-1955. Certaines ayant des niveaux de productivité faibles au cours de la première période, comblent une partie de l'écart qui les sépare de la moyenne nationale. Des régions déjà en tête en 1953-1955 renforcent leur position relative. The basic estimations are approximate because of the lack of knowledge concerning interregional flows. . The estimations tore made in national average constant prices for 1953-1955 and 1962-1964. The differences in input structure in the productivity of labour and in the productivity of factors have been taken into account. . The percentage of labour in the total input (input of the factors + non agricultural input) decreases from 75 % (1953-1955) to 62 % (1962-1964), the percentage of capital increases from 18 % to 31 %. The land factor varies very little. In 1962-1964, the Paris area, Picardie and Champagne were clearly differentiated from the other regions by the importance of the input in capital. A second class includes Haute-Normandie, the 'Centre, the Nord and Lorraine. They make relatively greater use of labour. Finally, it is in Limousin, Aquitaine, Auvergne and Alsace that the percentage of labour is highest and that of capital lowest. . For 'labour productivity in 1962-1964, the better-off regions are the Paris area, which is clearly ahead, then Picardie, the Nord, Champagne, and Upper-Normandy. The regions lagging behind are the Midi-Pyrenes, Limousin, Auvergne and Aquitaine. . As to the changes in labour and factor productivity between the two periods, the uncertainty of the data inclines us to be particularly cautious. These changes do not seem to be connected with the relative situation of the regions in 1953-55. Some regions with a low productivity level during the first period, have caught up to a certain extent on the national average. Some of the regions which were already ahead in 1953-55 have strengthened their relative position.
