Abstract

[fre] Le découpage départemental hérité de la révolution de 1789, en supprimant les capitales de province, a « dérégionalisé » l'espace français et forgé un pouvoir parisien omniprésent et totalement centralisateur, systématique et par suite souvent arbitraire, voire inefficace. . La politique des métropoles d'équilibre, trop abstraite, n'a pu susciter des régions cohérentes et puissantes. Un véritable pouvoir régional ne peut exister sans autonomie, compétences, responsabilité, solidarité. . La France entière vit à l'heure de Paris. Avec un sensible retard. . C'est Paris qui, désormais, doit vivre à l'heure de la France. La régionalisation ne peut se faire sans Paris. Encore moins contre Paris. [eng] The division of France into «départements», a result of the Revolution 1789, by suppressing provincial capitals, « deregionalised » the country and created an omnipresent and totally centralising authority in all fields, and consequently often arbitrary and indeed inefficient. . The policy of the balance of power between the main cities since it was too abstract has been unable to give rise to organised and powerful regions. A true local authority cannot exist without indépendance, competent people in charge, responsability and solidarity. . The whole country tries to follow Paris pace. Henceforth it is Paris which from now on must follow the pace of France as a whole. Régionalisation cannot be achieved without Paris ; even less against Paris.
