Abstract

[eng] A region can no longer be simply the result of a historical process, but a deliberate construction, both the expression and the condition governing a policy. . The chief functions of the region are planning, coordination, déconcentration and participation. . However it must be admitted that regional policies in fact do not correct any of the imbalances which the concentration of capitalist investments only increase. The regional authorities and the State, faced whith this tendency, are obviously unable to correct these regional inequalities. Does the concept of the « region » have an economic content ? For the writer, the division into regions must be the result of forecasts and normative studies. Les grandes fonctions régionales sont les fonctions de planification, de coordination, de déconcentration et de participation. . Cependant il faut constater que les politiques régionales ne remédient en fait à aucun des déséquilibres qui rendent cumulative la concentration des investissements capitalistes. Les autorités régionales de l'Etat face à cette tendance sont manifestement incapables de remédier aux inégalités régionales. Existe-t-il un contenu économique au concept de région ? Pour l'auteur, le découpage régional doit résulter d'études prospectives et normatives.
