Pays émergents, pays de l’OCDE : les politiques mises en place seront-elles coopératives ou non coopératives ?

Abstract

[fre] Dans les pays émergents, la croissance est forte et l’inflation s’accélère avec les coûts salariaux en forte augmentation ; la politique économique vise donc à freiner la hausse des prix avec des politiques monétaires restrictives. Dans les pays de l’OCDE, la croissance est molle et ralentie, tandis que l’inflation ne vient que des prix des importations ; la politique budgétaire ne pouvant plus être expansionniste, la politique monétaire va rester expansionniste. La forte appréciation induite des devises des pays émergents n’est, contrairement au consensus, pas favorable pour les pays de l’OCDE, dont les prix des importations augmentent et dont les productions sont peu substituables à celles des émergents ; elle est par contre favorable aux pays émergents en raison de son effet sur l’inflation. . In the emerging countries, growth is strong and inflation accelerates with fast-growing labour costs ; the aim of economic policies is therefore the slowdown inflation with restrictive monetary policies. In the OECD countries, growth is disappointing and inflation only results from higher import prices ; fiscal policy cannot remain expansionary, hence the persistence of monetary stimulus. The strong implied appreciation of the currencies of emerging countries is not a favourable development for OECD countries, which is not the common view : it is leading to higher import prices and not to a stimulation of production, which is little substitutable to the one in emerging countries ; however, it benefits emerging countries because of its effect on inflation. .
