Abstract

[eng] European Central Securities Depositories Industry : Future and Challenges . What is the future of the CSD industry in Europe ? Nobody questions the usefulness of these organizations, charged with the responsibility to centralize safekeeping dissuance of securities (equities, fixed income, etc.), nor the fact that these entities have proven to be remarkably resilient throughout the financial crisis. However, the prospect of an integrated European financial market raises the issue of the future of that industry. Major elements have already impacted their business environment : the Euro, the Giovannini Group reports, the Code of Conduct. New initiatives, such as Target 2-Securities, a new directive on securities law and potential regulation on post-trade activities, may very well have a much more significant impact. . Personne ne songe à mettre en cause l’utilité d’entités chargées de la conservation centrale des titres (actions, titres de taux, etc.) ni le fait que ces institutions ont fait preuve d’une remarquable résilience lors de la crise financière. Cependant la question qui se pose aujourd’hui est celle de l’évolution future de cette industrie dans la perspective d’un marché financier unique européen. Des éléments majeurs ont d’ores et déjà contribué à modifier le cadre dans lequel les dépositaires centraux de titres européens exercent leur activité : l’arrivée de l’euro, les rapports Giovannini, le Code de conduite. De nouveaux projets, tels Target 2-Securities, l’annonce d’une directive sur le droit des titres et d’une éventuelle législation sur le post-marché, pourraient avoir un impact bien plus considérable. .
