L’évolution des systèmes de paiement interbancaires par carte et les nouveaux acteurs dans le cadre du SEPA

Abstract

[fre] Le SEPA est une évolution majeure de la banque de paiement en Europe, et dans le domaine des cartes bancaires, le SEPA est une révolution. Même si dans certains pays, comme en France, les impacts sont limités à court terme, le changement sera plus important à moyen et long terme dans toute l’Europe. C’est dans l’évolution des acteurs du paiement et dans la transformation des systèmes interbancaires que le SEPA est le plus novateur. Désormais, les barrières nationales sont abolies, et la grande concurrence, tous azimuts, est lancée. L’article analyse l’impact de cette évolution sur le paysage des paiements en Europe, l’apparition de nouveaux acteurs du paiement et l’évolution des acteurs interbancaires. Il met en avant le peu d’effets à court terme, en matière de concurrence, de cette évolution, du fait des délais nécessaires pour ouvrir les divers marchés domestiques et pour atteindre une masse critique, mais cette évolution peut conduire à faire disparaître certaines organisations domestiques, qui constituaient jusqu’à présent l’infrastructure des paiements en Europe. . Classification JEL : F36, G21, G28 [eng] Changes to the interbank credit and debit card payment system and the new market participants in the Single Euro Payments Area (SEPA) . SEPA is a major change for the payment banking industry in Europe, and for the cards, it could be a revolution. Even if, in some countries like in France, the impacts will be limited, the changing will be more important in the medium and long term everywhere in Europe. But, it’s in the change of the main payment players and of the main interbank organisations, that SEPA will be the most innovative. Henceforth, the national barriers will disappear, and a large competition will take place. This paper analyse the impact of this evolution on the payment landscape in Europe, the new payment players and the new position of the existing interbank organisations. It put in light the low SEPA effect on the competition in the short term, as the opening of the various domestic markets will be longer than the European Commission expects, but this evolution could lead to the closing of some domestic organisations, which were up to now the backbone of the payment system in Europe. .
