Abstract

[fre] L’article analyse la manière dont l’Europe a abordé puis conduit le chantier de l’Espace unique de paiement euro (SEPA) qui est en quelque sorte le passage à l’euro scriptural, après le passage, début 2002, à l’euro fiduciaire. S’il ne remet pas en cause la légitimité politique, plus qu’économique du SEPA, il relève que celle-ci n’a pas été pour autant un facteur de choix clairs et lisibles, ni pour définir précisément les objectifs à atteindre, ni pour assurer une conduite efficace du chantier. Il en résulte ambiguïtés, confusions et un attentisme qui risquent de déboucher sur des impasses, notamment en ce qui concerne le dossier délicat et complexe des systèmes de paiement par cartes. L’expérience vécue, il y a quelques années, dans le domaine spatial ne mérite-t-elle pas à cet égard d’être à nouveau réfléchie ? . Classification JEL : F36, G21, G28 [eng] The SEPA . This article analyses the way in which Europe has both addressed and is conducting the project to build the Single Euro Payments Area (SEPA) which, to a certain extent, is equivalent to the progression to a scriptural form of the euro, subsequent to the migration to a single euro currency at the beginning of 2002. Although the political, as opposed to economic, legitimacy of the SEPA project is not in doubt, it points out that decisions to date have not been based on clear and comprehensible criteria, either in terms of the precise goals to be achieved, or with regard to a methodology needed to ensure that the project is conducted efficiently. This has resulted in ambiguity, confusion and a wait and see attitude, along with an ensuing risk of reaching an impasse, in particular with regard to the sensitive and complex issue of card payment systems. Following a similar experience suffered in the not too distant past by the aerospace industry, the situation merits further consideration and reflection. . JEL classification : F36, G21, G28
