Abstract

[eng] Reducing « adverse debt » : a few suggestions . In France, the fact that consumer credit is not available to some categories of households is the result of regulations which were designed to protect consumers and which placed too much focus on avoiding excessive debt. This state of affairs has an impact on economic growth capacities. Comparisons with other European countries point to making this type of credit available to the population as a whole, in suitable forms and using appropriate mechanisms, subject to a reform of current regulations. . Classification JEL : D14, D18 [fre] Facteur d’exclusion sociale et financière, le non-accès au crédit à la consommation pour certaines catégories de ménages a été le résultat en France d’une réglementation élaborée au nom de la protection du consommateur et trop soucieuse d’éviter le surendettement. Cette situation a un impact sur les capacités de croissance économique. La comparaison par rapport aux autres pays européens plaide pour une extension de l’accès à ce type de crédit à l’ensemble de la population selon des formes et des mécanismes appropriés qui passent par une réforme de la réglementation. .
