Abstract

[fre] Si la crise a été jugée à sa juste gravité par les autorités en charge aux États-Unis et en Europe, il est clair que leurs approches pour son règlement ont été différentes. Les décisions en matière monétaire, budgétaire ou réglementaire n’ont été ni d’égale puissance ni inspirées par les mêmes priorités. Dès lors, on peut se demander si l’Europe sortira perdante ou gagnante. Dans le registre monétaire, la parité euro/dollar sort modifiée mais il n’est pas certain que le désavantage commercial instantané de la zone ne soit pas compensé par des avantages à plus long terme. En matière budgétaire, alors que les États-Unis ont pu user de l’arme de la relance, l’Europe de Maastricht, paralysée à court terme par sa propre discipline, sera sans doute incitée à lancer des grands chantiers, créateurs de richesse, mais à plus long terme. Enfin, en matière réglementaire, s’il est certain que la crise conduira à des réformes, il reste à espérer que l’Europe puisse en inspirer l’orientation pour atteindre un paradigme planétaire nouveau dont toutes les régions du monde pourront sortir gagnantes.
