Abstract

[eng] Economy of the social rental housing . This article presents the social rental housing and its principles of functioning. It analyses its financing mechanism which allowed to constitute a significant rental stock in France. This housing stock provides for needs of poor and modest households, without nowadays answer to needs of tight markets satisfactorily. A brief description of its financing allows to understand the borders of its development. Current stakes are to assure the social vocation of this housing stock with a better distribution on the urban territories and with a larger diversity of products, in line with households’ expectations and in a balanced proportion compared to other elements of market. . JEL classification : H24, H54, R31, R38 [fre] Cet article présente la place du logement locatif social dans l’habitat et ses principes de fonctionnement. Il analyse, à partir de diverses sources, son mécanisme de financement qui a permis de constituer un parc significatif au niveau national. Ce parc répond aux besoins de populations pauvres et modestes, sans pour autant, semble-t-il, assurer actuellement une réponse suffisante notamment dans les marchés tendus. Une description détaillée de son financement permet de mieux comprendre les limites qu’il rencontre dans son développement. Les enjeux actuels vis-à-vis de ce parc sont d’assurer sa vocation sociale de façon mieux répartie sur les territoires urbains et de façon pérenne, avec une diversité de produits, en phase avec les attentes des ménages et dans une proportion équilibrée par rapport aux autres composantes du marché. .
