Abstract

[eng] Urban challenges of housing policies faced with housing markets . Urban challenges correspond to policies which use tools concerning housing (production, improvement, investment and solvency) to aim at objectives which are larger than only providing for housing needs. Stakes of social mix or urban renewal illustrate these policies which highlight objectives of spatial or social organization of the city. Housing is only a tool among others. This article draws the outlines of these urban challenges to underline objectives and some inconsistencies, notably how they insert (or not) long term residential processes. . JEL classification : R21, R31, R38 [fre] Les enjeux urbains correspondent aux politiques qui utilisent les outils propres au logement (production, amélioration, investissement, solvabilisation) pour viser des objectifs qui dépassent l’approche sectorielle de la satisfaction des besoins. Les enjeux formulés en termes de mixité sociale ou de renouvellement urbain illustrent bien ces registres de politique qui portent l’attention de leurs acteurs vers l’organisation spatiale ou sociale de la ville et pour lesquelles le logement n’est qu’un outil parmi d’autres. Le présent article se propose de tracer les contours de ces enjeux urbains pour en souligner les attendus et certaines contradictions ; notamment dans leur façon d’intégrer (ou non), la longue durée des processus résidentiels. .
